BOSTON -- There is a controversial new proposal in Boston aimed at targeting binge drinking. A city councilor wants the city to track sales of beer kegs and share that information with the police.

NewsCenter 5's Gail Huff reported that Boston police would know by 5 p.m. each day where all the kegs were going, and then if problems erupted at parties officers would know where to go. They said the proposal stems from recent situations where students, alcohol and sporting events combined to create serious law enforcement problems.

Last weekend, dozens of college students were arrested after several parties got out of control -- one following the Harvard-Yale football game. Assistant Boston University coach Christopher McLaughlin was arrested after allegedly interfering with police who were trying to break up a crowd at an Allston-Brighton party. The university terminated his employment.

Recent rioting after professional sporting events also has authorities concerned. After a Red Sox victory in October, rioting led to the death of Emerson College student Victoria Snelgrove and more than 40 arrests, all of them college students. No student has been expelled.

Boston City Councilor-at-large Steven Murphy now wants to pass an ordinance that would track keg sales in the city so police would know who bought them and where they were taken. It might also include a provision that requires buyers obtain permits to buy kegs and wait 24 hours before picking them up.

In the meantime, the investigation into Snelgrove's death is expanding. Boston Police Commissioner Kathleen O'Toole announced Monday the addition of five new members.

The panel will determine whether police officers used appropriate force when the crowd got out of control outside Fenway Park.
