Swampscott Woman Struck By Car In New York

An arrest has been made in connection with an alleged hit-and-run crash in New York that left a Swampscott woman on life support.

Frances Jasmin, 28, of the Bronx, was charged with leaving the scene of an accident causing serious injury. Erinn Phelan, of Swampscott, and her friend Alma Guerrero were struck on Feb. 21 as they were crossing a Brooklyn street.

Police said the car Jasmin was driving was later found unoccupied in the area of the crash.

Phelan, who works for Mayor Michael Bloomberg, suffered brain injuries and remains on life support.
