Text Messages Help Police Locate Kidnap Victim
Man Arrested In Connection With Incident

BOSTON -- A Dorchester man was arrested Sunday after a woman called 911 from her cell phone to report that she was being held against her will in a car traveling on Interstate 93.The victim called police at about 3 p.m., officials said. Officers made calls back to the caller, but they went unanswered. The woman called 911 again a short time later and said that she was being held in a car on the highway in Quincy by her boyfriend, Philip T. Kargbo, 24.She said they were traveling on Route 93 southbound by Exit 8 in a 2004 Acura sedan, and that Kargbo was operating the car recklessly and that she was in danger. The call was suddenly disconnected.At 3:41 p.m. the victim sent a text message to her friend telling her to call the police. Two minutes later, a 911 call was received by the State Police Communications Section from the victim's friend and a three-way call was set up with police at the South Boston Barracks. The victim was instructed via her friend to text in the approaching exit numbers as the Acura traveled from Interstate 93 southbound to Route 3 southbound.Police officers were able to locate and stop the Acura on Route 3 South at Exit 15 in Hingham, where they arrested Kargbo.Kargbo was arraigned Monday in Quincy District Court and charged with kidnapping, assault, threat to commit a crime, operating a motor vehicle with a suspended license and negligent operation of a motor vehicle.
