Girlfriend Charged In Escape Attempt

A hug and a kiss were planned to enable an escape attempt, the Norfolk County sheriff’s office said Monday.

Theresa Fougere, 46, of Quincy, planned to pass her boyfriend, James N. Miller, 38, a handcuff key during his next scheduled court appearance, Sheriff Michael Belloti charged.

But the couple didn’t know that their phone conversation hatching the alleged plot was being recorded at the jail.

Fougere intended, Belloti said, to pass Miller the key while giving him a hug and a kiss.

Miller was being held at the Norfolk County Jail on heroin possession charges after his arrest on Dec. 10. He had led police on a brief chase before crashing an SUV into a house in Quincy.

Investigators from the sheriff’s office taped the two discussing the escape plot, which was planned during Miller’s next court appearance on Jan. 11, Belloti said. Police found the handcuff key when they questioned Fougere.

Miller now faces additional charges of attempted escape and Fougere will be charged with conspiracy and attempting to aid a felon.

Officers continue to investigate how Fougere gained possession of a handcuff key.
