BOSTON -- The mother of a newborn that was found dead in a Milford garbage truck in January was arrested and will be charged with involuntary manslaughter and improper disposal of a body charges, Worcester District Attorney Joseph D. Early Jr. and Milford Police Chief Thomas J. O'Loughlin said on Tuesday."The indictment was handed up today for involuntary manslaughter in the death of a newborn and also for charges for improper disposal of a body," Early said. The baby's mother, Allissa Pugh, 28, of Milford, told investigators in January that she delivered the baby unexpectedly and he was stillborn. Investigators said Pugh gave birth to a live, full-term baby boy in her home on or around Jan. 2."The baby died due to injuries sustained during the birth," Early said. The deceased baby was found by town workers in a BFI garbage truck in Milford on Saturday, Jan. 6. The placenta and umbilical cord were still intact. More than 24 hours later, the parents showed up at the police station."These investigators have invested long, long hours on this particular investigation. We understand that people get wrapped up in it, but nevertheless, we go where the facts take us," O'Loughlin said. The state's Safe Haven law allows new mothers to leave their babies in safe places such as hospitals, fire stations or police stations, within seven days of birth with no questions asked.Since the law was passed, four babies have been successfully surrendered. January's discovery was the first death of a baby since the law was passed.Pugh will appear in Milford District Court on Wednesday.
