Teachers Strike Enters Day 3

Health Care Cost Remains Sticking Point

The Quincy teacher strike enters Day 3 Tuesday but there are signs that the end may be in sight as both sides get ready to sit down to talk.

NewsCenter 5's Shiba Russell reported that teachers hit the picket lines outside Quincy High School early Tuesday. Their union presented an offer to the city of Quincy late Monday night and the union was scheduled to meet with city officials after they got a chance to review the latest proposal.

Union president Paul Phillips was working late into the night.

"At this point, I think we want this over and I think they do as well," Phillips of the Quincy Education Association said.

The striking teachers voted to ignore a back-to-work order issued by the State Labor Relations Commission on Monday, and not long after Norfolk Superior Court judge issued a temporary restraining order requiring teachers to return to work immediately.

"The law is clear, this is an illegal action. The impact is clear. You are negatively affecting the lives of Quincy children," Quincy Mayor William Phelan said.

The teachers have been working without a contract since last August. Health care cost increases remain the sticking point. The teachers said they're willing to double their health insurance contributions to 20 percent if they are phased in over five years so their anticipated pay raises are not wiped out, but city officials said they want a 20 percent increase starting immediately.

"It sounds to me like we would be taking a pay cut, "one of the teachers said.

So school was canceled for a third day. If an agreement is reached on the contract, it would be presented to teachers at a morning union membership meeting.
