Eyewitness News has learned that University of Connecticut police have arrested two men in the fatal hit-and-run of a student last month.

Campus police identified to Eyewitness News the two arrested as Kenneth Lawrence Rusterholz, 21, of Trumbull, and Matthew Drew Gallo, 20, of Freehold, N.J.

Carlee Wines, a 19-year-old UConn student from New Jersey, was struck while crossing a street on campus on Jan. 20 and died two days later.

Police charged both Gallo and Rusterholz with providing alcohol to a minor and set non-surety bonds for both at $5,000.

According to police charging documents, Gallo and Rusterholz were involved in buying two kegs of beer and taking them to an apartment at the Carriage House Apartments, an off-campus complex. The documents indicate no that no one checked identifications of those drinking and no permit was obtained per state law.

The charging documents also state that four 18-year-olds at the party were occupants of a vehicle that struck Wines at 2 a.m. on North Eagleville Road.

"One charge is a felony, the other is a misdemeanor," said Major Ron Blicher of UConn police. "The message is simple."

The announcements comes the day after three 18-year-olds facing charges in the case made brief court appearances. All three have had their cases continued after appearing in Rockville Superior Court in Vernon on Tuesday. Besthoff reported on Tuesday that the standard answer was "no comment."

Police identified the driver of the sport utility vehicle that struck Wines as Anthony Alvino, 18, of Long Island, N.Y. He dropped out of St. Bonaventure University in upstate New York after the incident.

Alvino is charged with three felonies and four infractions that include misconduct with a motor vehicle resulting in death, evading responsibility, evidence tampering, alcohol possession by a minor and motor vehicle violations.

Police said Alvino visited the UConn campus last month to see his girlfriend, Michelle Hall, 18, of Long Island, N.Y., who was a passenger in the SUV. She faces five felony charges and three misdemeanor counts that include conspiracy to evade responsibility, aiding and abetting the evasion of responsibility, hindering prosecution and alcohol-related charges.

Police said Hall urged Alvino to speed away after hitting Wines. The judge on Tuesday transferred Alvino and Hall to a court that handles the most serious crimes.

Another UConn student, Kara Satalin, is charged with buying liquor for the other two. Campus officials told Eyewitness News that Hall and Satalin remain enrolled at the university, but they could not confirm whether the two are currently taking classes.

Their appearances on Tuesday morning lasted just a few minutes. The cases for Alvino, Hall and Satalin will continue in court in two weeks.
