There was a hearing Friday on an auto insurance plan that could raise rates for nearly 1 million drivers.

NewsCenter 5's Pam Cross reported Friday that the plan would reinstate the at-risk pool, meaning that drivers who are considered most likely to have an accident would pay more.

"There is nothing fair about this policy, even for lucky drivers. The proposed rule would, if implemented, completely destabilize our system, which by every measurable account is working well," Sen. Diane Wilkerson said.

Critics said that 1 to 2 million Massachusetts drivers could be adversely affected if the insurance rules are changed, but not everyone agrees. Some said that debate about retooling the system has dragged.

"These people want no change in the current system that we have. They want no change whatsoever," Rep. Robert Spellane said.

Insurance rates have dropped in Massachusetts during the last three years.
